I took a startup grant from the Finnish government once. I had to spend 10% of it on auditing and accounting to prove that I was spending it on my startup, and not a new car or something like that. And I wasn't allowd to pivot.

I estimate the grant set the company back half a year, and may have been a significant contributor to our ultimate failure.
